Melt the butter in a medium sized saucepan. Add the flour & 1/2 cup ground hot cheetos, & whisk. Let it cook on medium heat for 60-90 seconds. Pour in 1 cup of the milk, & whisk to combine. Let cool until thickened, it will thicken pretty fast. Then add the remaining cup of milk & whisk well. Cook on medium heat, stirring often, until the mixture has thickened to about the consistency of heavy whipping cream. It should coat the back of a spoon. Stir in the shredded cheese until melted. Whisk in extra hot cheetos 'dust' to taste.
