Preheat the oven to 375 degrees.
Mix together the cream cheese & shredded cheeses. Stir in the chili powder, if using. Stuff the cheese mixture into the hollowed out jalapeno halves.
Wrap the stuffed jalapeno halves with the refrigerated pizza dough strips, all mummy style - leaving an open place for the eyes to go.
Bake for 12-15 minutes, or until the pizza dough is lightly browned & the cheese filling is hot and bubbly.
Let the jalapeno poppers cool for 10-15 minutes before topping with the candy eyes so that the eyes don't melt.
